With 11 points, never preempt.
Look at it like this - you have 11, if partner also has 11 you have well over half the points. We don't preempt when we have the majority of the points, our goal in such situation is to play on the 2 level, and also not to mislead partner. Preempting is effective when we have very little points and thus the opponents likely have game or slam on - we take away the space for them. It is true sometimes the opponents will have game on here, but it is pessimistic and irrational to worry about that when you start with 11+ points.
